This was George Collins first night serving on the Planning Board. In attendance were Bruno, Post, Rinaldo, Furman, Collins, Brant, and Creen. Tom Macarille, town board liaison was there, stayed almost until the end and sat at the Dias to the left of Bruno. The board relied very much on Deborah Howe, planning consultant.

Hearings

1.Minor Subdivision on Band Camp passed.
2.Minor subdivision on John Joy Rd., conditional approval pending filing of a letter that the person representing the property owner had permission to do so. The property owner was ill.
3.Minor subdivision on Spaulding Lane. Many in the audience was there for this minor subdivision on Band Camp Rd. They were concerned about wetlands and drain
4.Mullen Batch plant Ð determined that the sketch plan approval given for the Northern portion of the property had expired last year and that the developer should return with a plan for the entire property. Concerns about SEQR segmentation were raised by MarinoÕs attorney. Praetorius insisted on a town attorney opinion about whether the sunset provision applied to conditional approvals. Collins questioned whether they had sought a SPDES industrial permit. The board decided to seek legal advice and the developer will return with a revised plan based on town attorney opinion.

Old Business

1.Woodstock Day School- the board reviewed the final conditions for site plan approval.
2.HITS- site plan amendment- the board was considering detention ponds for storm water maintenance. The planning consultant provided a list of recommended species of aquatic plants.
3.Naccarato/Shaarf- the board questioned whether water and sere extended to the parcel. The board was concerned about the subdivision of wetlands because of the difficulty in regulating individual use. Deed restrictions and homeowners associations were discussed. The Army Corps will not be reviewing until spring and board refused to grant sketch plan approval.
4.Riess presented a revised map.

PreHearing Conferences

1.Minor subdivision in west camp.
2.South Peak subdivision Ð major subdivision off of Shultis Corners.
3.Lot line revision for Mid-Hudson Federal credit union, to improve parking and access from 9W. Reductions in number of curb cuts and access to side road may improve safety.
4.Minor- Mullen off of Snyder Road, Board did not like choppy lot line and recommended a waiver of the 1200Õ driveway rule instead.
